MD Handgun Qualification License
Since 2013, in order for MD residents to purchase a handgun, a AR pistol, or a short barrel shotgun you must have in your possession a Handgun Qualification License (HQL). This license allows you to purchase a handgun and keep it in your home or go to a firearm event or gun range only. THIS IS NOT A CONCEAL CARRY & WEAR PERMIT
See the steps below to obtain a Handgun Qualification License:
- 4 hours Training by a MD State Certified Instructor (Instructor will provide students with MD State Qualified Instructor Number that is needed for HQL application after the training is fully completed)
- Livescan Fingerprints: (Must enter PCN Tracking Numbers from the fingerprint receipt)
- Create account on the MSP Licensing Portal - https://emdsp.mdsp.org/egov
- Upload Certificate of completion to portal
- Complete the HQL Application and Pay $50 fee
- MD State Police issues the HQL via email within 2 weeks

You may obtain HQL Livescan Fingeprints prior to joining class. Livescan Fingerprints are only good for 30 days.
